Why doesn’t a Scorpio making a move?

I slept at his house, in his spare room. he was so caring about me, getting me comfortable. I joked about him being perfect for marriage the next day & he said Thank you. Is he interested? Why is he holding back?

Contrary to popular belief, Scorpios aren't Thots (whores, promiscuous, etc.). Their own caution can inhibit Scorpio.
